All the tags that are supposed imply ponytail here are some form of traditional ponytail.
Not quite sure I see why there are the various ponytail lengths when there are already hair length tags independent of style. Regardless though, if ponytail is a specific positioning independent of other positions (such as side ponytail) then you shouldn't tie length to any one specific position, so -1 to short and long.
As for high ponytail, that depends on how ponytail is defined. Is it all tails in the back or is it a specific level? Are low and high ponytails considered unique positions from regular ponytails? If so, then you can't implicate high ponytail to ponytail either.

edit: I'm not exactly sure what to do with the short_ponytail and long_ponytail tags. I was thinking of just mass updating them to just ponytail, but if that won't work, it's gonna involve a lot of manual tagging.

I think they should be left as is. short_ponytail in particular needs to stay. I can already tell trying to find them with just short_hair ponytail is not going to work because of so many images with multiple characters. I don't tend to think of needing long_ponytail, but only because they're far more common anyway.
