While the word is shared, the actual effect is quite different.
Blurry is obviously stuff like post #2700690
But motion blur encompases stuff like post #2606522, post #2689050, post #2428222, and post #2322450 which don't look blurry at all.

Those things are also mistagged. The more fitting tag would be motion_lines or speed_lines.

Gollgagh... motion blur also includes the artistic technique of adding "blur" through the use of wavy and jagged lines as shown in some of Gollgagh's examples
What could maybe be done instead is to tag those images with something like artistic_blur. Then this implication should have no issues.
