In common / general use, these two words refer to the same color. Not putting this in the hair color standardization thread because apparently that will never go anywhere and there shouldn't be any argument on this one.
Only the eyes tag is actually significantly populated, but for consistency might as well have them all. Since the hair one is empty and the eyes one only goes back a year, I assume this has been cleaned up before, so aliasing might be worth it.
