Uploading skeb commission without watermark?

I searched skeb on here and could not find anything. If an artist has posted a creation publicly on skeb (i.e. it is not marked private) but not reposted it elsewhere, and the uploader has the non-watermarked version (presumably having made the commission in the first place), can that be uploaded?

That's for if the person uploading is the commissioner. If the commissioner posted the full res to his own twitter or something, that's second-party source instead.
