My guess is based on a loose understanding of charms, but I believe those dolls are used to curse people. I'm not sure if it actually has anything to do with jealousy or not, but nobody said you couldn't curse someone whom you're jealous of.

You are quite right, however in-universe these dolls are used to fuel jealousy. (also increasing parsee's power each time one is made)
