Such is life as a background character. I was so hoping they would put in Yuugi this time seeing as she is more than qualified to be a fighting character. It seemed so obvious but I guess they dint want her to be in it...
Kyouko I get being left out, as saying she's popular or capable of combat is like saying Sydney has a good train service and she's probably even weaker than Cirno and so would be in Team 9 (Heck I wouldn't be surprised if Seija had more posts here and on Pixiv by the time TH15 came out). Shou, on the other hand, is inexcusable.
Kanako felt the moriya shrine was too good to take part in a popularity contest. Also, if reimu loses, they get more followers because it show's her shrine is weaker.

There is also the endings that suggest that Kanako was right to not let Sanae join the fun. The Moriya shrine would have gained nothing in term of faith.

Well, there's that too. The Moriya shrine gains it's faith from the Kappa and Tengu on yokai mountain mostly, the trip being too dangerous for humans. So them winning a popularity contest in the Human Village would be a waste of time since noone'd every climb the mountian to the shrine.
I was pretty much 99% sure Shou would be a playable character, but in the end she was not... making me really impressed and somewhat disappointed. It felt like a Smash Bros game without Captain Falcon or something.
Although... we got 10 characters total, which was more than I expected. So I'm still happy with how the cast turned out, especially because Koishi is among them.
