Now I'm no expert, I've never been to Japan, but since they read right to left, wouldn't that mean that it's not a mistake? To us reading left to right it may be backwards, but they would also see ours as backwards as well.

MacArthur Shogunate never came to Gensokyo, so maybe they always write it like that. Especially since it's conceptually kinda like "water" and "closet" each written vertically, but only the top letters shown.
