It's based off of the picture at https://twitter.com/hosomitimiti/status/640895888731205632. Just doing a little browsing around, there is nothing that indicates that this is a genderswap. It's just how @hosomitimiti draws Marisa, which this drawing was based on.

Having said that, it could probably qualify for the androgynous tag.
