Not exactly, Boku is more "Proper boyish" speak. If you want Masculine, that'll be along the lines of "ore" speakers like Tenryuu. In fact, more often than note, alot of boku (male) characters end up being uke's because of how cute they sound when they use boku. Boku sometimes sounds rather submissive.

As a side note, the kanji for 僕 means "manservant", so yes, it started off as a submissive manner of saying "I" (i.e. "this servant") long ago in the past.
僕 can also be used in exactly the same way in Wenyan (Classical Chinese). Interestingly, it was pronounced as [bˤok] in Old Chinese, which is remarkably close to Japanese "boku".

In Japan, "boku" later evolves into a humble and self-effacing way of saying "I" for males, but it has lost most of this connotation in modern Japanese.
