Langley will likely never will be around. There's too many USN ships for KC to get to all of them, even if they go on for a decade and get desperate for more ships, and Langley is too inconsequential to the war to be up there before even random destroyers. (Of which there are at least 1500 valid USN ships.)

Langley has a novelty factor though, an aircraft carrier that remodels into a seaplane tender. I could see them doing something with that.

If you're going to start her out as a ship that was remodeled into something else before the war even started, then why would you not start with the (almost totally useless in an oil-based war) collier? Langley was downgraded to a seaplane tender because she was obsolete basically the instant she was completed. Langley wouldn't even be able to launch any of the normal carrier planes, if they were being historically accurate. (But then again, neither could Akitsu Maru, and they try to make her useful...)
