That is still a reason if the lines and the anatomy aren't that great (shoulders, arms of Serval). It is an overall flaw of the picture then, and not a stylistic advice. It's fairly easy to notice the difference, I think. As a comparison use post #2590115. It's pretty clear to me that the more flat shading is a stylistic choice, since it works well with the picture and the rest is also done nicely^^.
As for the eyes on Shoebill, I believe they're drawn that way due to her hair covering them up partially, as I believe the real life Shoebill looks similar when you view it head on, it looks like it's angry at you, but from the side, it has the same round eyes as most other birds, at least, I think that's what they were going for with her design.
sometimes i wonder if the people who flag some of these pictures should take a break every once and a while. cause these flagging reasons are really anal.

It's a bit like flagging an image of a character with only one hand with the reason that it's bad anatomy because they're second hand 'should' be visible but isn't.

Shoebill's eyes do honestly look pretty off in this picture. Even knowing the character design, they look wobbly and misshapen, and placed a bit too far up.

Nope. I won't flag Shoebill because of the eyes per se. That would be like flagging a character who has some deformations because of those deformations. That's why I'd never flag an Inkling for having too long arms :P. Another case is when the eyes wouldn't be the same shape/size whatever. But then one has to look what the image has to offer. Mishaped eyes are often not a flag reason alone, but comes with another reason. This flag reason is a pretty good example.
