I can't estimate the effect of Eugen's shore bombardments, but I know of at least one other member of Kriegsmarine with a sizable kill count among the Soviet forces. U-365's attacks resulted in deaths of approx. 400 people, most of whom were killed during her sinking of three ships which were part of convoy BD-5.

Considering as the statement was "more Soviets than any other Kriegship", then considering her competition among the implemented ships, Bismarck, Z1, and Z3 were all sunk before war was declared on the USSR, Graf was never completed, and U-511 spent all her time sinking British and American shipping in the Atlantic and Caribbean before being sent to Japan.
