I believe the sentiment is that despite the original loli Jack, designed by a "professional", was given a thong because loli ass means pervy otaku money, this artist decides to give this genderswap proper pants rather than keeping the thong as is.
It's technically the same argument as "male = full plate/female = bikini armor" charade that has been around since forever, only in this case the characters in question also happens to be adolescents.
I didn't mean it to come off in such a manner. I just find it ironic. "Professionals" design the character one way while this artist designs the genderswapped version this way. I actually like Assassin of Black, but frankly her outfit design is a overall turn-off. Oh well I guess.

Think of it this way: most character designers (especially in a series like this) aren't going to be too keen on making skimpy outfits for guys. Sure, a youngish looking girl wearing revealing spandex may be a little weird, but having a (non-Astolfo) boy run around in it may throw off the male playerbase since those outfits are made more for girl-oriented games.

Not, really. Look at other female oriented medias like Touken Ranbu, Yuri on Ice or other otomege, unless they're explicitly centered around situations such as swimming(Free, Dive), you will hardly see men in revealing outfit nevertheless.
