Not farfetched, seeing as Shoukaku in Ships is currently the go-to for the carriers at her tier whilst Kaga's wings pale in comparison to hers.
What, Kaga is WAY more OP at T7 then Shoukaku is at T8. The AA power spike at T8 is huge, furthermore due to the MM system T7 is a break point that's significantly more likely to be down tiered while T8 is much more likely to be uptiered. Shoukaku is okay in a T8 match, Kaga is borderline broken in a T7 unless she comes up against a excellent Saipan player and she's much more likely to get at tier matches.
This isn't to say I don't like Shoukaku though, I kept her even after getting Taiho and bought the Premimum camo modelled on Zuikaku too boot, but it's just not a comparison for brokenness. Kaga's WR is second among all carriers on the server in NA at the moment... just behind Enterprise.

Saipan isn't the hard counter people make it out to be IMO, the issue is the same one most AS carriers have. By the time you manage to actually bleed out the strike carrier the game is most often decided one way or another and if the strike CV got in a few good hits that may well be all he needed to do. Kaga has allot of planes, assuming he's not a potato that constantly flies into strafes that let you kill dozens at a time bleeding it down takes time.
There's also the "only in one place at a time" issue. Kaga can dog pile one Saipan squad with DFE to get her hits in, you need both engaged to abuse the strafe withdrawal to really maul him, but that means only covering one area, which allows him the chance to slip in strikes elsewhere. Just being able to win the fighter battle (eventually) isn't enough, if it was balanced Essex would be a hard counter to Taiho.

Atlanta is garbage 99% of the time, I love enemy Atlantas since it means the enemy team basically has a DD with a citadel instead of an actual cruiser and it will be dead in the first five minutes most of the time. It's basic AA when the consumable isn't up actually isn't even that good it has a bunch of DP guns true, so more of it's DPS is in the long range bracket, but that DPS isn't astounding it's only 120, that's not amazing. More importantly though it has crap automatic AA supporting the DP guns so even point blank at 20mm range it's only 175.
You have to take a full AA build including manual control of AA for it to actually be good when the consumable is on cooldown, but doing that means giving up IFHE or CE (since running an AA build without AFT would be retarded) and for a true AA build also DE. Atlanta is trash enough by and large, but a full AA build just renders it even worse.
This of course assumes he hasn't been nuked and or burned to death from outside his pathetic range at the start of the match, or isn't hiding behind an island or cowering in someone else's smoke providing AA protection to nothing of value mind you... which is a pretty weak assumption most of the time. I worry much more about sleepers like AA build Scharnhorsts(either flavor) and Colorados then I do Atlanta, the later you can most often play around, but the former can catch you off guard and cost you allot of planes.

Git gud, on the UK cruiser line?! UK cruisers are god damn Ezmode; a chimp could smoke up, spam super AP, and do at least his HP damage every damn game. US cruisers are bad beyond T6 and before T10, but UK cruisers are probably the most annoyingly effective things in the game straight from T6 to T10 with only a mild dip at T8.

Exceptions don't prove the rule, you can find any underwhelming ship that some tiny minority of people can do well with. There are people with like 80% WR in T7-8 US CVs, that doesn't make those ships good, and it doesn't make Atlanta good the ship's overall stats on are bad.
-Her WR is under 50% to just shade over it on EU, in all these cases she's ahead of only the Pepsi and Yorck two other T7 cruisers with many issues. -She's last in damage per game on almost all of them, second to last on EU just barely edging out Yorck -Her survival rate is dead last in all of them -Her main battery hit ratio is the lowest of any T7 cruiser in all of them
Pithy montages by youtubers that have edited out all the matches they got on maps where she can barely do anything, all the times morons wouldn't sail point blank broadside to them to eat a dozen citadels, and all the times one torpedo ate 60% of their HP or a single CA salvo did 80% damage 3 minutes in and there game was basically over before it began doesn't change the statistical reality.
The math is quite simple if the other team must have a T7 cruiser having it be an Atlanta is good for you statistically; it has a low win rate, the lowest damage numbers, and the lowest survival rates among T7 cruisers. What some random unicorn that you will likely never encounter might be able to do is entirely irreverent to what the overpowering majority of players will do, which is very little most of the time.
The relative danger of a ship and it's value to it's team is determined by what the average player can do with it, not a one percenter. End of Discussion.

She fought in the Second Sino-Japanese War and was part of the First Carrier Division at Pearl Harbor. Her planes were the ones that sank the Arizona and Oklahoma and crippled the Nevada.
Historically speaking, CarDiv5, being the purposed-built carriers, are just simply better than CarDiv1, being the conversion-built carriers. Maybe in bacius world, Kaga is that one senior who berates her juniors but really has nothing to show for. One day Shoukaku finally snapped.
