Don't worry. She'll be popular eventually, somehow. As did most of the potatoface.
Pretty much all of the popular Shibafu girls are only popular because they've been around since the beginning. The others aren't aren't as lucky. Take I-400 and Uranami, for example.

Kasuga Maru/Taiyou is the only exception I can think of immediately.

Not even Souryuu and Hiryuu get quite as much respect as Akaga or even the cranes; it's a blessing they have considerable fanbases.
But all things considered, I consider things going rather well for Intrepid.
I don't even play this game but now I kind of feel bad for recently rage selling my Essex in WoWS after it's latest streak of god awful games drove it's WR to like 40%.

Souryuu and Hiryuu, man those are the carriers I wanted to get badly because of their headbands and art. Hell, Hiryuu is my favorite and current wife because of her backstory and fanart of...
Hell I was gonna save the ring for Enterprise who may take long to debut but gave it to Hiryuu instead first.
Know what? Forget all the haters who have zero taste, Gambier Bay wasn't even the good jeep carrier from Samar, all she did was get shot at. Intrepid on the other hand is a ship that took her licks and gave it all back in spades and continues to serve gallantly to this day, in whatever capacity she's able to. And as far as KC goes, easily the 2nd or 3rd best new ship design going into the last event, Tashkent and Jervis are the only ones who really beat her out in the design category.

Yeah, people hate I-401 so much, and everyone just constantly talks about Shirayuki. I mean, before the anime, Fubuki was mostly the butt of "Main Character (lol)" jokes about how little presence she had in the fandom. Meanwhile, Kaga is THE KC character with the most art on Danbooru, at least, so it's not just implementation date.
Characters get popular based upon characterization more than anything, and there's obviously a soft spot for the shy ones, since Gambier Bay is basically being treated as blonde twintails Yamakaze. Intrepid's personality is less glaringly obvious, and she can somewhat fall into Saratoga's shadow as the "onee-chan American", although Intrepid really is more of a deredere than anything.
Also, she has the largest aircraft capacity in the game, and since that was the standard for Shibafu's breast size, she's now the new envy of Ryuujou, so there's something for her to do...

Basically everytime a new ship with large breasts shows up; a likely chances that Ryuujou gets triggered.

Which is why I said "the popular Shibafu girls". My point being that they wouldn't be as popular if they came out later on.
Also, while I-401 wasn't one of the first girls, I'd say she's pretty close.
Too scary...!Baaay...Bay!!Baaay!!Today's another Gambier Day!!I got lost...Intrepid wants to be popular too...
