I think it's fumei.

Checking the similar image on moe.imouto, the artist tagged is "imizu". No other images of the artist here or there, unless it happens to be an alias.

This set seems to have rather noticeable JPEG artifacts and are lower res compared to those on moe.imouto.

Hmm... should have checked the wiki on moe.imouto. bored man is right on what the artist is tagged now. Given his Pixiv profile, seems the artist's name is currently "imizu", though.
