because she really doesn't fit on this page with everyone else. these are all characters with monster forms, which Meiling does not have (remember, she is physically identical to a human). even if we stretch to draw the meridians on her, there really isn't any way to draw a qigong practitioner to make her look monstrous like the rest of them

They were trying to make scarier, more monstrous versions of the characters.

And the only thing more scary than Yuuka ... is Yuuka.

Well, the only thing really linking her to dragons is her hat star. Everything else is stuff the fans have assumed, and this seems more like a canon-based picture.

Nobody's really sure what she actually is. All that's known is that she's some kind of youkai. There isn't an official stance yet. Some think she's a dragon, others a panda, and I've heard it go as far as a spirit.

The picture is as much about motif as it is about canon. It's not like the fairies are foxes, or Mokou actually a phoenix.

And no one seriously thinks Meiling is a panda.

The panda thing is really just a joke and nobody really thinks she is one.

I'm pretty sure Yuuka is just Yuuka because she has no predetermined youkai form, she's just a youkai. And the reason why certain others may not be depicted is because they didn't have a big influence on Gensokyo happenings or might not be hugely known by Akyuu herself.

Actually, wandering yuurei ghosts, like Yuyuko, have human appearance. And if Mokou is a phoenix, Meiling should be a dragon - it is nowhere near truth for Mokou to be a phoenix (I agree however that it's not an ass-pulled motif, rebirth and her spellcards). Evenso, she's just what she is, an immortal human, not a phoenix. Otherwise someone would draw connections to Suzaku phoenix :P

Yuuka is a flower youkai. Her motif should be flowers. The artist simply chose to depict her as human to emphasize how terrifying she is among them all.
