Mokou's been along both in-game and out-of-game a hell of a lot longer than Okuu. So, since she came first, technically Okuu's trying to be like Mokou.
And without help from Kanako, Okuu really wouldn't have any of her trademark powers. So I'm going to go on and root for Mokou here.
If I had to guess, someone hurt/killed Keine. Because Mokou looks a helluva lot like she's in homicide mode. Scorched rubble. A flame ball in her hand that's so intense the heat pillar it produces is punching a hole through the clouds and creating a tornado. Wings at a longer extension than I've ever seen. I sure do hope the target of her wrath isn't hiding in the distant city off to the left.
