A "delicacy" is either something nobody would willingly eat normally, or comes in quantities that are tiny compared to the amount of labor involved in serving them, so they have to jack up the price and tout how "exotic" something is to sell it.
Hence, a steak dinner is $10, but wren's livers or otter's noses or whatever are $50.
