It's basically just "Giorno Giovanna" turned into kanji. Having the tag be "shiobana haruno" would be extremely pedantic and confusing in this case.

Tagging policy says Character tags should be the same name and name order that are used in the original source material, though? And the name in Japanese is 汐華初流乃 Shiobana Haruno.

e: Japanese proof, because googling it does get you mostly Chinese results.
