The sex tag is actually a pretty big mess. There hasn't been a whole lot of discussion on it, though I think in most of the responses it was seen as acceptable to broaden out the definition of the sex tag and move to a new tag what the sex tag is wiki defined as (which is that of specifically only the act of sexual intercourse depictions).
As for implications, I think we'd need to reach an agreement first what would qualify for the sex tag. Some of those tags may not necessarily qualify for an implication depending on how it is defined. For example if sex requires that the act be between at least two people (or characters), then a tag like vaginal would be ruled out, as it is also used for images in which sexual toys are being inserted with or without a second character present.
It is of my opinion that sexual intercourse should be tagged as... well, sexual_intercourse, and that sex should refer to any type of sex act. I do not think that the word "sex" would refer only to intercourse, at least not in this case.
What about simply leaving sex as-is for an umbrella term, relying on additional tags vaginal, anal, oral, handjob, footjob, paizuri etc. to refer to specifics?

Having the first three aliased to vagina_sex, oral_sex and anal_sex could help make it more obvious as well that sex is an umbrella tag.
Are we having then masturbation fall under the sex tag? Some of those images under vaginal are masturbation, as vaginal is used also for penetration of the vagina by sex toys (at least that is how it is defined under penetration).
Well the sex tags are generally a large mess, with many of them overlapping in content.
I really think that sex at least requires that it be between a minimum of two entities or beings, and that under that it really doesn't follow our usage of the term. Masturbation, while a sexual act, is only tagged sex when it involves at least one other character performing anal sex or intercourse/vaginal sex with them.
If sex requires at least two beings then, then vaginal can't implicate sex because the tag doesn't equal vaginal sex, it equals vaginal penetration or vaginal insertion. The same is true for the anal tag, while it says it is for anal sex, in usage its more about anal penetration or anal insertion. In short they're both also used when a sex toy or potentially some other object is used to penetrate either orifice, which may be done for masturbation purposes not involving any additional characters.
Unfortunately, a similar problem also arises from the oral tag due to the existence of the autofellatio tag (which should implicate fellatio, which in turn implicates oral). Most images of autofellatio only have one character who is performing the act upon themselves. The paizuri tag has this exact same problem, with the existence of the autopaizuri tag.
tl;dr ver: Sex should require at least two entities in the image. Vaginal and Anal can't implicate this definition of sex, because they can and are used for the penetration/insertion of sex toys for masturbation (i.e. solo play). Oral and Paizuri can't implicate this definition of sex either because some characters are depicted performing fellatio and/or paizuri upon themselves, and thus it would be a form of masturbation.

I don't feel very strongly about it either way so I'll go with whatever other people want.
Although if we don't do it then we're still stuck back at square one.
I think as long as the wikis are changed to reflect these definitions, and some of the other sexual tags are better defined, that we'll find that it won't really be going back to square one. The sexual acts tags have always been one of the more frequently used types of tags, and there seems to be plenty willing to edit and fix the tags on these images (probably more so than most other types of tags).
