tag correction: basa_rotan_(cyan0114) -> basa_rutan

while browsing this artist's pixiv artist #109414 i noticed that his user name is written ばさ・るたん (which is correctly written in the artist's danbo artist page as well as danbo wiki page). this should have been translated as basa_rutan: ro is ろ, ru is る.

i also don't see any need for the cyan0114 part, since the only url given in the artist page using it results in a 403, and there's no clashing of tags without it anyways.

Manually fixed to basa rutan (cyan0114). Please correct me if i'm wrong with this.
