A hooded jacket consists of those two things.

Other tags that don't imply hood include hoodie, hooded cloak, hooded track jacket, hooded sweater, and hood down. I'm wondering whether the hood tag was originally intended to mean standalone garments like in post #2154493.

What about we make a bulk request for all of those things?

Instead of creating a new one, you could edit your original request to add more implications. But if every article of clothing that incorporates a hood implies hood, maybe we also need a separate tag for hoods that aren't attached to anything, detached hood perhaps.
