Hmm, how about characters who wore those outfits, but not delinquent at all? Like Daidouji (senran kagura)
Well it's because maid's distinctive feature is the clothing itself. So, if you wear a maid clothes, then you're a maid. But for banchou, it's kinda like an old-school uniform for Japanese student, so it doesn't mean that they're automatically a delinquent if you wear one. I'd suggest to remove banchou from the implication.
Well, I guess this all boils down to what should the delinquent tag imply...? A look, or a status? Would a delinquent character dressed up in fine clothes be given the delinquent tag... ? (status) Or would a straight-laced character dressed up like a delinquent be given the delinquent tag...? (look)
I'm more inclined to say the latter, because the former requires situational knowledge and is disjoint from the visual elements of the picture, plus most of the tags on this site are visual-based tags.

If the desire is to have the delinquent search return all of the characters dressed according to the different delinquent fashion types (look), then yes...
If you want to instead see of all known delinquents (status), then I'd say the tag needs to be purged and instead establish the wiki List of Delinquents instead.
