"Dragon rider" implies that riding dragons is the character's job, while "dragon riding" is more general-sounding, including characters who just happen to be riding a dragon. Also, this is consistent with other *_riding tags.

This may be a tangent, but shouldn't these tags be riding_thing, not thing_riding? +1 regardless.

I think, yeah. I'd also say it should implicate riding, just going by the verb itself, like how holding is.

This is just a guess, but maybe they were named for consistency with horseback riding, which is probably the most common English term for that activity. Either way seems to work, though.
