I would argue that in general we should standardize on the doing_thing form rather than the thing_doing form. So it would be biting_* instead of *_biting. Rationale:

• The *ing_* form is more common than the *_*ing form: 85 pages of tags versus 28 pages.
• biting_* places the biting tags next to biting in the tag list.
• biting_* shows you all the available biting tags during autocomplete.
• Usually doing_thing is more natural English than thing_doing. Imagine having tags like sword_holding or hair_adjusting or lips_licking or games_playing.
• Some tags like lip_biting versus biting_lip could go either way, but others like biting_testicles I think sound less awkward than testicle_biting. Overall I think the biting_* form is better.
