We do have a hair_blush tag with only 13 posts. It seems to be sort of like what you describe.

Most of those seem to be for when the face isn't visible but the character is shown as blushing by blush lines drawn over the hair anyway like post #3059597 or post #3261204. None of the 13 are cases like this one where every blush line covers at least a bit of visible face but are merely continued over the hair as well.
Full-face blush more or less covers this. In many cases a full-face blush extends beyond the face (and not always over the hair).
post #3581570 isn't a full-face blush though.
That said, I'm not really sure there are cases where people will want to search for "blush lines drawn on hair" while excluding "a facial blush that extends over the hair" or vice versa, so I'd personally just tag both hair blush especially considering how underpopulated the tag is.
