If you mean having a tag for each form, then sure.
If you mean having an *_(all) tag for him, then I would say no. Just use Captain Nemo (fate/grand_order) as the base tag for all his forms. *_(all) tags should be reserved for characters like Saber who have so many forms across so many different games that you can't possibly use one of their existing tags as the base tag.
