1. Decensored is meta tag. I think, both tags should be in the same category.
We can assume that censorship (censored) is a modification of the original image (uncensored).
"Modification" is the group in help:metatags.
Metatags are tags that convey information about an image outside of what is visible in it.
Let's ask ourselves a question based on the category description:
Decensored and censored both "an image outside of what is visible in it"?
