We also have open book so...
But open magazine is very undertagged so it's currently useless...
It's not a very common tag, but then again, characters reading magazines aren't a very common subject. It's one of those tags like apple_pie or garage or surgeonfish that most users won't give a second thought but which some of us appreciate when we're looking for a particular type of post and trying to narrow the search results.
Could it be added more consistently? Sure. But we aren't talking about someone's pet tag here, it's one that has been manually added by a multitude of taggers throughout its history. Users tag open magazines when they see one and are aware the tag exists; there hasn't been a concerted effort to populate the tag.
