Touhou Gouyoku Ibun & Playable Command

I had a question about how Touhou Gouyoku Ibun (17.5) characters should fit into Touhou - Playable Command. This pool is for pictures containing all characters from one of the single-player games, and 17.5 qualifies as a single-player game. Should it be All the characters from the game only, or "one exception" in the same vein as PoFV/PoDD characters? Could it be both?

In my opinion, it should be "one exception," since the Gouyoku Ibun characters are almost never in the same picture together. If it was All Characters Only, it would require Hakurei Reimu, Kirisame Marisa, Yasaka Kanako, Murasa Minamitsu, Yorigami Jo'on, Yorigami Shion, and Flandre Scarlet, all together.

I'm not sure why there's that "only single-player games" exception going on. It may have to do with the size of the roster, since a single-player game with more than 5 playable characters (with the outlier that is th8) did not exist at the time of writing the wiki. That said, it sounds a bit arbitrary. There are artworks from multiplayer games like post #514024 which only contain three characters, but still fit in the pool.

Anyways, regarding your input, what did you have in mind? Do you have any example of what you would allow in the pool?
To me it doesn't seem like PoFV is an exception to the pool, it has only one post (post #1501119, i personally don't think it should be there). PoDD straight up doesn't appear.
Do consider that the pool is for artworks specifically showing off a roster of playable characters, not any artwork containing a combination of characters. It doesn't mean that if there's a random artwork with Jo'on, Murasa, Reimu and Marisa it should automatically go into the pool.
