Have we even done city -> country implications before? I'm not really sure there's any particular benefit to it, even if country tags feel kind of nebulous as is at this point.

It's just that most paris posts aren't currently also tagged with france. If someone was searching for pics set in France, I think they would want to see those.
I don't have any strong feelings about the scope of the country tags and I can't find any past forum discussions about them other than topic #17891, so I'm not going to challenge this implication on the grounds that this isn't what the france tag is for. But if we're going to do this for one city, we should at least be consistent about it and apply the same rule to other cities as well. Imply tokyo_(city) -> japan, new_york -> america, london -> england, rome -> italy, etc.
Yeah, you know what, this is probably opening a can of worms that we don't need to get into. I can manually update the untagged posts.
