I don't think you understand the point of the pool, you even didn't add the "?" in your title. Even the comparison with the tag is just wrong.
The pool is polluted by a lot of bs, where you can tell, that the girl doesn't wear any panties, but there is also stuff like post #5267250 and others, where you can't be sure. It's just a normal concept, where there is an implication of the girl not wearing any panties, but it doesn't fit the tag. I personally don't use the pool myself, but I at least understand the concept of it. Sometimes it's ok to just not use something and ignore it, while others obviously enjoy it.
And to answer your comment: Yes, you don't add the tag. But that doesn't mean you can't use the pool, if it fits the concept of it.
If there's a pool you think deserves deletion, please use topic #8282 instead. We don't need a new forum thread for every time someone discovers a pool that serves no valuable purpose.
Also, pool #2385 is fine. It serves a useful niche that can't be replaced by tags
