rename hikarizuka_middle_educational_school_uniform -> hikarizuka_school_uniform

Originally, this tag used the translated name found on the Puella Magi Wiki. However, I recently found out that the name is mistranslated - 中等教育学校 in the school's name does not refer to a middle school, but rather a six year secondary school (middle and high school in one).

This BUR further simplifies the tag's name, by removing the problematic and hard to translate element. This is not the first instance of such on Danbooru; look no further than the 2011 Madoka Magica anime - Mitakihara school uniform's school isn't simply called "Mitakihara school", but rather "Mitakihara Middle School" (見滝原中学校), so this shouldn't be a problem. "Hikarizuka" does not seem to be ambiguous.

create alias koushou_academy_school_uniform -> kosho_academy_school_uniform
create alias sankyouin_academy_school_uniform -> sankyoin_academy_school_uniform

Back when I made forum #213665, I think I wasn't quite aware of how romanizations in our tags should go. The official TL from the NA server almost never used ou, and those are the romanizations that it used for those schools.
