:3 utility alias

We have 0w0, so not sure about the first alias, surprised we don't already have the second one.

0w0 seems to be used for many stuff (regular :3, blank eyes + :3, 0 0 +:3), it needs a wiki.

speaking of which, people are mixing up 0 0, o o and blank eyes too (moved to topic #21763)
