Member -> builder -> contributor -> approver
You can skip a step but its rare. Contributors have all the privileges of a builder and approvers have all the privileges of a contributor. Those builders with 1000+ posts don't have contributor yet.

Ah so that's how it works. Thanks for clarifying. I thought the choice to make someone builder or contributor was random.

The choice is generally made based on both the quality/accuracy and quantity of contributions (uploading, gardening, etc). Users with good deletion (<5%) deletion ratios often get contributer at around 900-1000. Approver has a higher bar still, and also requires a higher number of good contributions. Behavior also factors in to an extent, which explains why there's sometimes users with significant contributions that haven't been promoted yet.

I get what you mean, but reducing your deleted posts is easier than uploading a lot. even one appeal at a time might help.

Do you mean Contributor or a <5% deletion ratio? Because he hasn't reached either of those yet. Keep in mind that Builders, Contributors, and Approvers all have purple names, so you can't tell them apart just by looking at the color.
