Hover vehicle subset implications

BUR #14624 has been rejected.

create implication flying_car -> hover_vehicle
create implication hover_bike -> hover_vehicle
create implication hover_scooter -> hover_vehicle

These are all subsets of hover vehicle.

flying car is often used for actual flying cars, far above the ground, while hover vehicle makes it sounds like the tag is for hovering vehicles that don't actually "fly" as much as they slightly levitate. post #5550746 for example is not hovering. We have to come up with a better definition for hover vehicle if we want these implications to make sense.
