Restore naked_shrug

The bulk update request #15261 is pending approval.

remove alias naked_shrug -> shrug_(clothing)

It was previously discussed in post #162603 and nuked in topic #19311.

I share Hillside Moose's view in that posts like post #3255926 shouldn't be tagged nude (and because of that, can't be searched with a simple naked_shrug nude search).
