Blank page should imply no humans

The bulk update request #15397 is pending approval.

create implication blank_page -> no_humans

Nothing is present on such pages but solid colour, self-explanatory.

I don't think that's what users are looking for when searching for no humans. Blank page is not just "no humans", it is nothing, "no everything". No humans is more for a picture depicting something or a scenario and there are no humans or human-like being present, so the tag is frequently used for animals, some pokemon, robots (non humanoid or sentient ones), mechas. Yeah, there are no humans in a blank page, but those are for a different intent as I explained and I don't think both mix well.

    I'm not sure this is true when you consider no humans use as a negative search term or blacklist item. It's a useful identifier of a post's contents for which a blank page applies to. Is there really such a user that wants animals, Pokemon, robots, and mechas in a single search? I feel as though such a user would be better served by being more specific in their request.
