BUR #16331 has been approved by @nonamethanks.

create implication hugging_own_tail -> hugging_tail

Following topic #23282, I created hugging with tail and cleaned up tail hug.
BUR #16332 has been rejected.
create implication hugging_with_tail -> prehensile_tail

Of course, only after opening this topic did I realize we also have tail_wrap. The question then becomes whether to imply tail wrap to prehensile tail.
The bulk update request #16332 (forum #239096) has been rejected by @nonamethanks.
I personally have a prefference for hugging with tail being the main tag to which tail wrap would be aliased

I think I prefer the name hugging_with_tail if only because it sticks with the same nomenclature as hugging_tail so the difference is more apparent, but I'm good either way.
Edit: although I guess tail_wrap can also be when it's wrapped around an object so it's not really entirely the same as hugging_with_tail.
