Hair spread out and hair flowing over

What's the difference? A lot of the posts under hair flowing over look like they could just be hair spread out. Or are those mistags?

Hair spread out is for hair, well, spreading out, over a surface. eg. post #6294683, post #6079878.
Hair flowing over is for hair which, roughly put, go over a surface and fall over. post #6287751, post #5762200, post #6321807 are good examples i think.
There is an appreciable difference, i can see various mistags inside both tags though.
