I dunno if I'd call that a "design" it just looks like a regular bikini top being worn upside down

No, seems to be more specific about straps being off-shoulder & the bikini "triangle" pointing down.

If it picks up traction as meme attire, it could be worth populating, but if it's just a couple of artists, probably not.
