rename haruno_shiobana -> shiobana_haruno
Existing tag is in the incorrect order. Official sources such as the manga and games have the name written with surname first.

The bulk update request #19249 (forum #251331) has been rejected by @DanbooruBot.
There are a few more cases of weird names with mixed or made up reading. Two that come to mind are shizuka_joestar (half the name is kanji, 静・ジョースター), and holly_joestar-kira. For this last character the given reading is 吉良・ホリー・ジョースター, so we should be using Kira Holly Joestar, just like how we have Kira Yoshikage and Kujo Holy, but that's really silly and nobody does that.

I really think this is a silly decision. Is there any other character on the site for whom we use the original Japanese name, but not in the original order?
Characters of Japanese origin from The Great Ace Attorney generally keep their names from the original version of the game, but our tags for them are all in western order (given name - surname). In TGAA's case, it's to match with the rest of localized names (which are generally completely westernized), as far as I'm aware.
A smaller counter-example, Sakai Shizuka from CrossCode uses eastern name order on Danbooru, despite CC being a western game (with a JP localization that supposedly does use eastern order for her).
