Digital and traditional media drawn by other artists added to an image, favgroup #23180 is a small sample. I usually find images like these when looking for duplicate arttags, mistags and so on and I'm not sure how to tag or filter them out.
Should there be a tag specifically to describe this or should they be tagged with derivative work or something else?
We could create borrowed inset for insets drawn by other artists. Though it'd have huge overlap with reference_inset and official_art_inset.

True, it'd be less detailed but maybe just tag inset for now? It isn't being used as an umbrella and its wiki is broad.
Btw, should paintings like gustave_dore's be copytags or gentags?

Famous named paintings get copytags, e.g. starry night (van gogh)

Which is weird because almost all of them go against the criteria for being a "copyright"

I think it makes sense. A painting is an artistic 'work' in the same sense as a book or an anime. A painting has an author, it can have recognizable characters from it, etc.
