It's a chartag because Yami no Sho/Book of Darkness (Hayate's magic book in S2) was a sentient magic book that could talk and stuff. I think the wiki's right that the Tome of the Night Sky (Hayate's magic book S3 onward) is basically just a book, I don't remember Tome of the Night Sky doing anything.
In terms of the alias, Night Sky is visually identical to Yami no Sho/Book of Darkness. Leaving it unmerged would be a "is this a Nanoha As/2nd movie image or not" checkbox, I guess.

Although I’m not sure how the decision was originally made, since most of the Devices in the Nanoha series have self-awareness, AI, and communication abilities, the Devices/Weapons in the Nanoha series here mainly use chartag.
Among them, there are also non-Device and non-self-aware weapons like Strike Cannon and Fortress, which are also used as chartag.
