The reason why it hasn't been done is because Cookie features characters that aren't Touhou, whether it be the content creators named in the wiki, original characters such as Miramikaru Riran, or the voice actors' non-role personas being depicted like Kanna, Yamin, and Kofji. If tagging is currently correct, 1/10th of the tag is not explicitly Touhou-related at all.
