I would think the biggest difference would really be if it was served in a paper cone instead of a cup or bowl, especially as it changes how it is eaten. The ones served in a cone are more likely not served with utensils and to be eaten directly from the cone while those served in cups or bowls, like most shaved ice depictions, are eaten using a spoon. Of course the question is, are there even any depictions where it was actually served in a cone?

Additionally the one like Japanese shaved ice are called Sno-balls/snowballs, which are served in cups/bowls.

I would've thought so as well, but apparently they don't have to be actual cones: something like this would count too according to google results because it's a sliced cone.

Those that aren't in cones are visually (in a drawing anyway) indistinguishable from Japanese shaved ice, but given Japanese don't seem to use cones at all, any depiction of them in a cone would likely be visually distinct from the common shaved ice images.

Perhaps if a depiction of one in a snow cone cone does appear might be able to tag the paper cone to be able to distinguish them from all the other shaved ice images?

I think the distinction that Wikipedia is making here is culinary; shaved ice is the american word, and american snow cones are usually made differently compared to italian granita or korean bingsu. I don't think we need a tag for it.
