Justification: too_many_arms is a rare tag that seems to be intended to be used when a large number of arms are present in the image. This requires to much of an evaluation for when the number of arms becomes "too many". I request that the too_many_arms tag is either nuked entirely, or quantified when the number of arms meets the requirement. In the event this request fails to pass, then it is also my recommendation that too_many_arms is gardened further to increase its visibility.

the "too many <body part>" tags are intended to be, as far as I can tell, exaggerated variants of the "extra <body part>" tags that are more unique to some monsters or even eldritch abominations. the extra tags feel like they're mostly used on fantasy humanoids

like imo that's a good reason to keep too many eyes and extra eyes distinct, so I'd likely feel the same with arms.

also the BUR probably didn't go through bc it needs a wiki.
