It's allowed screenshot_background is a tag for a reason. You can check the upload rules if you are unsure if your piece is fit for danbooru.
If the quality of your OC drawing isn’t a substantial improvement from your previous uploads, your OC won’t mesh well with a professionally-made anime background. It may not break the rules, but it would almost certainly not get approved.
