You could've checked the tag history and, through that, the forum discussions, to find that Hanako-san has actually had a complicated tag history. The original form of Hanako-san's tags were Toilet no Hanako-san and Hanako-san respectively, but the earliest tagged posts were in fact for what is now tagged as Fushigi Tsuushin Toire no Hanako-san and Hanako-san (Fushigi Tsuushin Toire no Hanako-san), a specific version of the character that curiously featured an additional figure in Yamiko-san (Fushigi Tsuushin Toire no Hanako-san), which necessitated a copytag. In 2016, mock manually moved this version of the character out of the tags and gave 'em their own tags, and the Hanako-san tag was abandoned in favor of Toile no Hanako-san as the chartag for ambiguity reasons... but the original Toilet no Hanako-san copytag remained untouched.

Then, in 2022, topic #21943 happened, and no one questioned the fact that she just seemed to have a copytag for some reason, and it got moved to Toire no Hanako-san, and the chartag changed to Hanako-san (Toire no Hanako-san).

The lack of copyright consistency also affects Hasshaku-sama, who still inconsistently gets tagged with either original or 2channel (the site she was originally posted on).

Interestingly, urban legend has been used as a kind of pseudo-copytag for these characters for a while - presumably because the name is too generic to be considered a copyright. We already give some uncopyrightable folklore characters umbrella tags, such as creepypasta and Japanese mythology, so it feels like it would make sense to group these as well.

(Though as a side note - Kuchisake-onna needs to be sorted out, too. Currently it's getting used as both a character tag and a monster girl tag.)

I think with Hasshaku-sama, the best we could do copytag-wise is just make a tag for her and the other creations of the "Let's gather up seriously, deadly scary stories, shall we? (死ぬ程洒落にならない怖い話を集めてみない?)" thread/topic of 2channel's Occult Board. The thread often gets shortened to '洒落怖', which English Pixpedia translates as Sharekowa (and if not that, we could do one for the occult board as a whole - オカルト超常現象; or OkaBoard/オカ板 for short - since 2channel (/livejupiter/) exists). Kisaragi Station, Saruyume, and Kankandara are also from there, and Kune-kune is believed to be from there too, so at minimum it wouldn't just be a tag for Hasshaku-sama.
